Yap, it hurts reader. He should use normal font size and bold some of the words which is the main idea of the post. I think you are right that he is trying to get attention with the big bold font in order people will read it, but in fact it is annoying to read such big bold font.

Coming up to the topic, he have good and informative points although I believe it has been discussed many times before but still good effort from newbie aside the decision to use big bold font.
