Well yes, legalization isn't equivalent to adoption. Government are still neutral to it to be honest. Bans could still happen in any moment once the usage of it becomes against the law. They're just letting it be adopted, but I think they'll put some action once a lot of merchants adopts the usage of cryptos as an alternative payment, and that's quite far from happening as of now (at least in my country) in connection on how lack of crypto-related activity is happening here.
