I don't pick off all points in the OP, and I don't think it is necessary to do this. I just pointed out some parts that can be improved better. However, the minus point is if there are actually other topics answer or guide the same issues, I don't think we should have a new topic. So, if OP have something to contribute to available topics, please join those old topics and raise opinion/ contributions.
Of course, it is welcome if OP can really make a better version of all available topics, but I doubt that the OP can do it.
In conclusion, I think it might be better to stick with old topics, and help to improve them via your discussing posts, rather than starting a new one.
The difference between most of those threads and mine is the fact that they are teaching very specific things. The good thing about you linking those is I don't have to do any of the work and can simply link to them. As you say these are complete guides for specific issues. Though the point of this thread is primarily forum etiquette and the guides on formatting and other things are merrily just some advice and not the primary purpose of this thread. Forum etiquette is important and usually forums to have some sort of guidelines that the majority of people follow and having an easily searchable thread with forum etiquette is important. As you can see with the bold tag advice for formatting tools I go into when to use them and how often not necessarily how to use them which is what the guides you link do. I'm specifically targeting the usage of these formatting tools rather than how to do them. However as a ease of use aspect I've gone into how to do them so I'm not linking to a million resources.
theymos had a different opinion on this subject.

<...> Some people like to put "tags" in the title within brackets. Like "[GLBSE] [ANNOUNCE] ASDF: Generic asset". I personally don't like this style. I prefer to include the tag info within the sentence, like "Announcing ASDF, a generic asset on GLBSE". When tags are really necessary, it may indicate that a new subforum should be created. <...>
This is interesting although I'm wondering what the community opinion is on this rather than just theymos. Obviously I respect theymos as an admin but I don't believe his opinion on things should always be considered true. Its not a rule and is more of a preference thing. Let me be clear in that I don't think every single thread should be tagged and only those that filter into guides etc. It is a good point that it signals that a new child board should be created although there are plenty of guides around and yet to be a board.
