LOL, let me guess your age using your username. I think you are 46 years old. I dont really think this is true of every country, each country with their own way of operation and the type of organization you are working with, is it a government organization or a private organization.

In my country, your salary must increase according to your progress and grade, promotion is being done like every 2 to 3 years, and once you pass that promotion, you get promoted with packages increasing too. Private organizations also does this a lot of time, I guess it is time you change the organization you work for.
