Bounty managers job depends on what is required by the project. If they were asked to only manage the spreadsheet, then that's what they should do. It will be a different situation if they were tasked with delivering the payments too, which in this case seems to be not the case. I'm not sure what's the agreement between the manager and the project, but it seems the former is the case, based on his disclaimer here: https://bitcointalk.org/index.php?topic=5085580.msg48699227#msg48699227 (not sure when this is added though).

There is no way any manager would manage a messy campaign like this if they know beforehand unless they're a scammer themselves.
