Bounty managers job depends on what is required by the project. If they were asked to only manage the spreadsheet, then that's what they should do. It will be a different situation if they were tasked with delivering the payments too, which in this case seems to be not the case. There is no way any manager would manage a messy campaign like this if they know beforehand unless they're a scammer themselves.
