No problem with 4 cards connected to the PCIe 16 lanes. I have presence short on A1-B81 on both PCIe 16_2 and PCIe 4_2.
Doesn´t seem to make any difference if I short A1-B17 on the 1x lanes.

Running with a Sempron 145, 2X Corsair RM1000 w Add2PSU, Xubuntu 13.10 from USB and Powered Risers.

You don't need presence shorts on this board.
