If you lose your password you simply use the "Password Reset" which emails you a web code to reset your password ... as has been possible for 5 years 
What you are probably referring to is, if you enable 2FA, but don't bother to save your 2FA secret key, which the web page shows you and tells you to do so in bold red, then you cannot get back into your account if you lose your 2FA device.
The point of 2FA is to be secure, otherwise there's no point having it if you can bypass it.

Close enough. Lose your 2fa, and/or lose your email (access to) and you lose your account. And yeah, i remember certain someone losing his/her password, used to have a high hashrate too and had to make a new account name ending in 1...Only if you enable 2FA, ignore the web page:

I've no idea who the user is you are referring to, but if anyone enables 2FA, ignores the web site, and loses access to their account, then yes they just create a new account.
They will not lose any rewards.
