There are some components for such connection issues:
- Internet bandwith (exceed limits, but nowadays, most of us use unlimited bandwith)
- Moderm issues: too hot (extremely rare), but sometimes when my connections get troubles, and I don't have too urgent works, I will turn off moderm around 5 to 10 minutes before turning it on.
- Sites' issues themselves.
Therefore, that guy should check the first two, then see which things' next? Issuses solved or not. If not, there are highly reasons come from the site (I guess it is not)

Sounds like hardware issues you are having with your connection. This is not something the site can resolve for you and you need to contact your isp to check your cable modem cx.
They should be able to run speed tests and see if they can check the connectivity issues you are having to the site.
If you are using vpn or some other internet shields then you should disable them to see if these solve your problems.
Because I have not heard anyone else having such issues with the site overheating their connections. Undecided
