You can use this forum to buy, be careful about who you are dealing with. check their trust rating and search for their reputation thread. You can also buy bitcoin from Localbitcoins from verified buyers with Indian rupee (bank transfer, imps, upi etc..)

But aren't the rates too high? Like around 20-30% more?
