I guess I also did miss some important information that a person can't send if he/she doesn't have 1 smerit available to send and you won't also be able to see the 0.5 smerit you have unless you will received another one merit which you'll get another 0.5 smerit and both 0.5 smerits which is equal to 1 available smerit, now you'll be able to tell/check that you have 1 smerit available and now that you can send to whoever you want it to reward.
