It's hard to predict when an altseason will come, but I think an altseason will still occur. Seeing the price of bitcoin which is already expensive, a small investor will surely aim for a good altcoin that is cheaper and more affordable.

I think small investors are eagerly waiting for the altcoin market to rise up. We have waited a long for the recovery period of the bitcoin. Bitcoin is in a fairly position compare to the last couple of years. we can hope that the altscoins will starts recovering anytime soon in the future as well.
