To be honest, this is the first time i heared about Rift protocol, i ddint know that beside Command chain Protocol and D Decentralized Cloud Blockchain , ILCoin has nother technology that they are working on.

Yes, something like that. That will effectively allow ilcoin team to expand block size to allow DCB and smart contracts on the blockchain.

For DCB Rift is really needed ,as DCB will have capability to have a wider range of data storage possibilities including but not limited to videos, pictures, and files.

That is correct, Rift should be relased before end of 2019, and DCB should be relased before end of 2020, if everything goes according to the schedule, but i dont see why not, so far team delivered everything that was promised.
