Theymos might do it, but there are other things should be considered, besides new rank (might be only one, above Legendary).
What to do with old-era, grandfather Legendary? There are Legendary users who make good contributions since January 2018, and earned hundreds or thousands of merits so far, but they are limited. In contrast, there are more significant Legendary users who have not earned not many merits, that discloses their post quality, over last one year and a half (since the day merit system began)
There are about 7% (111/1602) Legendary users whom earned more than 60 merits within last 6 months. It means part of more than 93% (active users) have issues with their post quality.

I was with you regarding your assertion that adding a new rank could be possible and the possible creation of a kind of incentive for current legendary members to want to earn more merits in order to become a part of that speculative new rank, but I don't get the parts where: 1) you are suggesting that low earning of merits mean that active users "have issues" with the post quality of members merely because they are not meriting them at a certain rate per period, and 2) you are indicating that there is some kind of basis that the number of merits earned should be higher depending on the rank of the member per period of time. Therefore a legendary member, because of his/her rank, should be earning more merits per given period of time, merely because he is a legendary member... Seems like a bit arbitrary reasoning, expectations and requirements.
