In my opinion, off-topic posts are the ones:

Totally shitposts: one-lined, non-sense, spam
Relates to issues that raise by OPs, but already answered/ solved by previous posts (it means when questions of OPs solved, your posts will become pointless if you repeatedly answer what others already answered in posts before yours)
Completely not relate to issues that are discussing in threads
