The card already works without internet, like any other normal visa/mastercard card. The only moment when you need internet is if you want to check payments or request a new pin number, or top up with fresh money.

yes the card doesnt need internet. but the app does 100% that maybe could change to 80% ?!
you need internet to login and to check your balances. that could be changed.
you also need internet if you want to change the visa coin payment account. that maybe could be possible via call or sms.
request a pin could be too. topup via sepa soon.

i also noticed percunia webpages are complete in spanish. maybe that could change in the long run too.
