Yup. Barca and Madrid are out of their best form now. This season is probably one of the best chance for another team to win the league.

Well we all understand this is only temporary, but if this is the situation, surely Atletico Madrid or other clubs will get the title this season.

If any other team different from Barcelona or Real Madrid will win the title, it's going to be Atletico Madrid but it's going to be dependent on not just Atletico Madrid playing incredibly well all season, Real Madrid and Barcelona will have to be terrible all season too.

Barcelona are 8th position on the table, but you should know it's only 5 points behind 1st placed Atletico and 3 points behind 2nd place Athletic Bilbao, all these could be easily covered in 2 and 1 game(s) respectively, so for now, nothing has actually been guaranteed.
