The relationship is the Spectrocoin created Bankera for the sole purpose to have an ICO which they would then siphon-off funds for its owners.
They did this because they want to portray Bankera as a separate entity because if the inevitable legal action or complaints against Bankera started then Spectrocoin would plead ignorance in the hope to avoid legal penalties.
