Youre probably missing out the Merit requirement, alongside the Activity requirement (see Merit & new rank requirements):

The account youre on about will require at least 100 merits to reach the Full Member rank. Check you merit counter in your profile. If you are asking about it, it probably means that youve got either 0 or 10 merits (depending on when the Member ranked account was created).
