For ICO/IEO review, I don't know if there are still honest sites out there. Most, if not all, are paid by the same people running the token sale. I'm not going to recommend any but you can always check the Announcement Board for new projects. You'll probably get more honest reviews there than any other websites.

When some projects post their announcement, you can see people who are not paid asking questions there and making some reviews of their own. It's also a chance to observe how the ICO team responds or handles community criticisms.
