Well right now a lot is going on in the sphere and I believe the regulations needed yo ensure fairness is not fully implemented so we are going to see a lot of this stuffs

I think there are basic rules, and investors who keep these rules should have nothing to be afraid of. You should always pay your taxes, it doesnt matter what brings the income.

Okay so if any US citizen is following all these rules, can he participate in an ICO or IEO even though US citizen restricted from participating in token sale?

The rules are not meant to replace the established regulation which prohibits USA citizens from participating in tokensales, but rather its geared towards ensuring that every USA citizen pays tax to the government from their earnings which may have arose from their involvement in cryptocurrency space.
