Again, it has been discussed many times previously. It is impossible to have faucet if the site do not reduce the minimum bet. Even 5000 satoshi faucet will be useless because the minimum bet is 25k satoshi.

Highest wager = highest chance to get the chance to spin the jackpot wheel. Payout does not affect the chance of spinning the jackpot wheel, no matter how much the payout you win but if your bet amount is low then your chance to spin the jackpot wheel is low as well.
I think you are referring to madjihad, how could you say that he got big jackpot while he is not getting any amount from the jackpot wheel on the screenshot you provided.
I believe you misunderstand how the jackpot works, so please read the post by hopenotlate above. He explain it clearly and I do not think it is difficult to understand.
