The only coin I know that has proof of capacity is Burstcoin where the node maps your entire allocated harddisk for use and give appropriate rewards. In Noia, the minimum space to share is 100MB and it doesn't matter how much you share, you still get the same amout of reward.
The fact that you don't get "proof of address" means that you never attempted to run a NOIA node.
In proof of capacity we do not need to allocate all of the space to get the reward and the reward is based on how much disk allocated.

it is you mixed the "proof of address" when we were talking about consensus, just called it verification(which I already knew beforehand, we need to do KYC before becoming the operator). There are many consensuses right now PoW, PoS, PoC, PoP, SCP and here I thought it was a new Proof of address because you said it.
and the reason why I called it PoC because of the NaaS beta version (testing PoC) and the concept in using disk space. I have a better understanding of this project now.
