there should be excat time for the launch. already market condition is not good at this time and its going low. and according to my point of views market will go more down for now and don't know where will be the bottom eth could touch 100$ again in this year.

The market situation is not important here because ETH community is kept for ETH 2.0 from many days if they still drag this means defining the price of ETH coin will easy touch 100$ mark again with this market fluctuation. So it is very good to release specific dates when they are releasing the ETH 2.0.

It's a really important thing, as you can see there was a whale who has already started to send his ethereum to the exchange site. The price means trust from the buyers and holders. ETA has already published and the next hardfork will have done in the next month. The market is only following where bitcoin is going on.
How deep the bottom price of ethereum will be decided by bitcoin consider bitcoin is the only coin that was affecting the whole price of the cryptocurrency.
