He prolly means 'XMR created out if thin air'. It's one of the issues why BTC will never adopt CT.
As for the tail emission... It's fine. That's like less than a percent of total XMR in circulation...?
Old wallet counting bug, no coins were EVER created out of thin air and you can always check how many exist.
