The difference is the story that I experienced, not on the slow network of 1 peers but precisely when I want to turn off my PC I forgot not to disable mining and it lasted up to seven hours resulting in a penalty of 62 idena. I regret that I did not read the faq provided, but now I understand and will not repeat it. 
62 idena is worth 14-15 hours of mining. That is really a stiff fine.
