Same as in my place gambling is illegal and people are gambling secretly and no one us aware of it. Buying lottery is not big deal as people can buy and try their luck with it. I personally dont spend money for it but people do spending for it and its like Jack pot as if you win you will become so rich instantly but again will say its all about your luck.
