The mining penalty is fine but the amount should be adjusted every epoch, It should depends on the number of validated nodes. Since mining rewards become lesser every week.

Also the time could be adjusted 1 hour is too much, I once experience having a power outage and im praying that power will resume soon because my mining is ON, 3-4 hours should be ok before penalizing the node.

I hope Andrew is reading this, I am only three weeks in this project and all these three weeks I always had a penalty, the penalty should prolong to at least 2 to 3 hours, you want to mine 12 hours daily but you cannot keep up sitting all these 12 hours, sometimes you have to go out or do other stuff and sometimes the connection is lost or the power went off, without you in front of your computer.
