yes that is all true but i think the op isnt concerned of other factors that you mentioned but he is only more concerned of the license and the legality of the gambling on thier country   . since you mentioned the money or the funds already  ,  funds is also the most important aspect before anything else because he cant obtained a license without a fund right  ?  it could take lots of time and money to go thru a process of getting a licensed  whether offline or online gambling site .
I know that he is worried about the license and that is correct but there are many other issues with running a casino, getting the license is just the first step and there are even more issues that I did not even thought at the time I gave my answer, one of the most important is the software you are going to run in your casino, the games need to be fair otherwise you could be accused of rigging the games, or even worse, a smart player could find a pattern and then bankrupt your casino if he is able to win more than what he should by chance.
