yes that is all true but i think the op isnt concerned of other factors that you mentioned but he is only more concerned of the license and the legality of the gambling on thier country . since you mentioned the money or the funds already , funds is also the most important aspect before anything else because he cant obtained a license without a fund right ? it could take lots of time and money to go thru a process of getting a licensed whether offline or online gambling site .

Sometimes there are smart players who studies first a real and great strategy to bankrupt a certain casino and that is the one of the biggest problem you will face if you run a casino so if they are smart, you should be smarter than them in order for you to be successful in your casino. Tricks doesnt work if we do talk on a fully operational casino site and it is free from bugs or whatsoever. No one beats the house on any way
