It's called identity theft (or identity fraud) and it is a crime in just about any country in the world.
If you commit a crime, then you are a criminal and should be prosecuted. It's pathetic how you try to justify yourself...

They should have stayed anonymous rather than using someone's photo.
It is not valid reason that they couldn't disclose themselves because of where they are currently located.
And with the negative trust on OP's profile, I don't think this project will gonna pull it off.
