Someone should invent a breathalyser that pugs into the USB that you have to pass before you boot up your browser... or maybe put your credit card details into a site. Might stop a lot of drunken impulse purchases or embarrassing emails to your exes at 2AM Cheesy

Maybe the button can be 'semi-disabled', ie it gives you a prompt like you have already reported this, are you sure you want to report it again?.

If there's no cool down time, then this is also a good solution for those posts which are unhandled for more than a year. No need to bother the mods and often those posts are outdated so taking them off the queue would be good for the forum.

Reports are pruned after a short while anyway. I don't know how long unhandled reports stay in the queue but I don't think it's more than a couple of months.
