Definitely someone is doing it maliciously, because you can see that the number of followers in the spreadsheet is different than on real Twitter accounts. The manager must block and clear the spreadsheet leaving only those users who have an authorization post in this thread.

i think someone is using bot to apply for the social media, this is not the first time such things happen, i see it on StiB P2P campaign too, cheaters are using bot to cheat campaign i hope bounty manager will close the form and fix it.
