At us ATTACK 51% is completely EXCLUDED, AS WE DO NOT have a quorum, and the decision is made by one node. Attack 51% is where there is no trust, for example, in bitcoin. We have no Byzantine problem. Nobody negotiates anything, everything happens randomly - that is, the choice of the Tsar.
