Not to mention that we need some extra tool just to export seed.

We do not have centralized protection of seed. The user is who stores the encrypted seed in the Security Seed NFC card, and of course, if you want you can store the encryption key too instead of leaving it in the eSignus Vault. But dont you think than storing together the encrypted seed and the encryption key in the same place will be the security risk. It is better to store both apart. If the eSignus Vault will be cracked, the crackers will have a bunch of unrelated OTP (One Time Pad) encryption keys related to unknown encrypted keys and that worths nothing.

Regarding the migration tool, each developer has a different algorithm to generate the deterministic wallets (some only have single wallets) so although they more or less follow the BIP32/44 standard it is really difficult to export the wallet tree due to the no compatibility among hardware wallets, so the only way to do this is transferring each account and that is what we mean as a migration tool. Something that is offered by nobody so you are treated as a hostage by your hardware wallet.
