The rewards are based on the account's level since it's mostly coming from the player's wagers. When you check the chests there's a hint on how much you're going to get and there's a volatility level so it's half random and half on the level. I think it's better they didn't mention the rewards to make it interesting and maintain that gambling experience even when opening rewards.

AS per the confirmation, the rewards are based on the level and I could get what you think but just imagine the enthusiasm on opening the chest while expecting for a known desired item rather than some random items just like player will try to reach level 1000 as they are attracted towards the Lambo
