Sorry, can you please explain what do you mean by quality of a decentalized exchange?
As far as I know , a decentralized exchange is an exchange that doesnt hold user funds and works with transparent and secure operations. To know more about tokensdex , please go through our smart contract.

I remember some decentralised exchanges (EtherDelta, Forkdelta) which are big scam, and well known as unsecured.

There is not only about the fee. If you accept shady project just to have more listed currencies, it means if you are in the mood to operate with fraudsters, what we can expect from you?
