If you ask now, price wont change because its already priced in.
After people will be dissapointed price isnt rising, they will sell, so price will go down... then slowly will go up higher than its now.

if you see halving # 2 (July 2016) then it will definitely be followed by an increase in the value of bitcoin. but all of course requires a process with a tiered rise and a peak occurred in 2017. I agree with the colleague above. if the opportunity of many people who sell then that time could have risen faster and the opportunity that we must accept will just disappear.
be patient and the possibility is always there and very reliable.
