If you have strong evidence then it is better to make a report thread on the
Scam Accusations board so everyone knows that the exchange you are referring to has constraints or is considered a scamer.
And one more if the exchange is not known then it is better to avoid than being a victim like this or the rest can ask in this forum I'm sure it will help you a lot.

What strong evidence you have? I don't see any evidence in that thread, you just stated the link, the amount that you wouldn't be able to receive and additional notes about the exchange. I don't use that exchange but it is hard to believe if there's not enough proof you can provide.
