It's the opposite. Newly crypto investors are likely to consider those ICO because they've heard of it to be good a few years ago only if, they don't do much research about it's current status.

IEO got didn't the same popularity as ICO did. The life of IEO didn't became long as ICO and it's not also doing good today.
