IMO, if you don't have any activity on cuba you should contact them first by option 1 before sending any document to them. Maybe you can get another solution about your problem from them.

Dont know if you do read up and understand the email was sent to you by Bitfinex or not but its clearly stated

Just follow on what they had instructed and you would be good. Theyre asking for some documentations that prove out your citizenship and your location.
They are the only ones who can solve out your problem not on any people on this forum..
