Based on the current road-map shown on: https://forum.nem.io/t/symbol-launch-reporting-single-source-of-information/24863

The snapshot will take place at some point between end of October to the end of November 2020.  Opt-in is around the same time.

According to the road-map Symbol launch is taking place on November 30th 2020.
