Nope. sMerits from "normal" Bitcointalk users doesn't have a sort of expiration date. The 30 days thing only applies to merit sources:

I remember I read before post from theymos that the same rule (30 days ) for sMerits will be applied for all members in the forum, not just merit sources.
Obviously, theymos still didn't apply this new rule until now.
