In reputable bookmakers, this does not happen. Firstly, there is a limit on the maximum amount of winnings and the office controls that at any outcome of the match this amount should not be exceeded. Secondly, the mathematics of this business is such that for any outcome, the office is always in profit (on average).

It's the limit that is their key to be profitable, gamblers don't literally bet against the house here, sportsbook are different from other kind of games, bettors are betting against bettors, sportsbook are just facilitating the bets will get the juice or commission. Maybe at some point they would also take the bet if they are too confident but most of the time they'll try to balance out so they would also end up profitable on a daily basis. I also think they can at any time forward our bet to other sportsbook just for the sake of matching the bets on opposing sidies since it's bad for a sportsbook with a very low limit, that wouldn't attract bettors a lot.
