Ok, what I really need to know is if I can use this card to withdraw from gaypal accounts in one of these countries:

In the past I bought vcc that allowed incoming transfers from gaypal. Is this the case?

Pre-authorizations have to expire unless the merchant converts them to a charge. That's the whole point.

Pre-authorizations are used by hotels, rent-a-car and other merchants as security deposits.

For example an hotel will place a pre-authorization of $1000 in your card when you check-in. $1000 are removed from your credit temporarily. If you use the mini bar for let's say $100 the hotel will charge you that $100 and $900 will be back to your card. If you don't use anything the whole $1000 will be back to your account but if the hotel doesn't charge you or cancel the pre-auth that money has to return to your card when the pre-auth expires.

What I want to know is how many days it will take if the hotel doesn't charge or manually cancel the pre-authorization.
