I believe that you talking about Security Token Offering, right? If that's the case then is near to impossible to issuance them without any KYC procedure, as the intention is to offer an investment contract under securities law. Therefore, you will have to do the upfront work of making sure you comply with the relevant regulations.
Also, STO's can only raise funds from accredited investors aka people who passed KYC (in some form).

No need to mention that a lot of countries have STO's banned...
