I am not the person in question here but you. People are very cautious nowadays because of countless scam/crap projects that are being launched everyday. And most of them, their main goal is to rip those gullible users. So if you are sincere in moving forward, you can tie up with private investors and start developing your project. Precious metal-backed projects are not making waves here because people know that most of them ended up bad. So it is your prerogative whether you want to develop this or not without the help of the public funds.
