If you have facebook profile image of this guy you can run image search on google/yandex to get information if he is using real photo, but I doubt that.
This is free however so you can try it.
You can also check same image for exif and possible traces.

This is serious stuff, and if police can't help her, she can hire other people to track him.
I am sure he made some mistakes or will make mistakes in communication.

The facebook pic he uses, when searched, turns out to be some actor/model guy..
Name is a spin of a famous gangster/outlaw..
IP is a VPN..
