I reached bronze as well and was able to claim the rewards, even though small, was still able to get it and use right away.
For silver I am only half way to reach the first tier within the first one but have not seen a claim achievement yet for reaching silver.
I am not sure if it is sposse to work like this or there is a issue with claims as you mentioned with yours showing up in pending status.
I'd give it a few days for their vip system to settle in before making a ticket so support can review and then resolve for you.
