I think you should. Since you'll be dealing with people's money both from local and international, it's important to cover all the legal matters to avoid future headaches with authorities. The last thing you want is to be accused as complicit to money launderers.

And in terms of gambling license, if they will not apply for gambling license in their area at least get maybe Curacao license. This will give added credibility to them. Just my thoughts.
